To Serve the South-North Water Transfer Project: CWEG's Ankang Central Area Water Environment Management PPP Project Now Goes into Operation, in a Bid to Build the Best Wastewater Treatment Demonstration Project in Northwestern China

Prof. Zhang Tao, who is also the Vice President of the Chinese Academy of Sciences and a member of the Leading Party Members’ Group, Zhao Junmin, Deputy Secretary of the CPC Ankang Municipal Committee and Mayor of Ankang City, Jiao Xiaoping, Director at China PPP Center of the Ministry of Finance, Zhong Guodong, member of the Leading Party Members’ Group and Vice Chairman of SDIC, and CWEG Chairman Hou Feng jointly announced that the project now goes into operation.

    On Oct. 6, 2019, at the historic moment of the 70th anniversary of the founding of the People’s Republic of China, the opening ceremony for the Jiangnan Underground WWTP as part of CWEG's Ankang Central Area Water Environment Management PPP Project was successfully held, marking that the project now comes into commercial use. Prof. Zhang Tao, who is also the Vice President of the Chinese Academy of Sciences and a member of the Leading Party Members’ Group, Zhao Junmin, Deputy Secretary of the CPC Ankang Municipal Committee and Mayor of Ankang City, Jiao Xiaoping, Director at China PPP Center of the Ministry of Finance, Zhong Guodong, member of the Leading Party Members’ Group and Vice Chairman of State Development & Investment Corp., Ltd. (SDIC), and Qiu Xiangdong, Deputy Director of the Department of Strategic Development of SDIC, as well as leaders of relevant SDIC departments, attended the ceremony. CWEG Chairman Hou Feng and Vice President Fang Yong, who is also the Board Secretary, were also present and introduced the project.


Zhao Junmin, Deputy Secretary of the CPC Ankang Municipal Committee and Mayor of Ankang City, made a speech.
   Zhao Junmin fully recognized in his speech that as a good example in thoroughly studying and implementing General Secretary Xi’s thoughts and employing an innovative urban infrastructure construction & financing model, the Jiangnan Underground WWTP was designed, constructed, operated and managed in accordance with highly strict standards. Once completed, the WWTP will play a significant role in improving the water environment and living environment of Ankang City, enhancing city image, and ensuring that the water quality of Han River remains steady and meets related standards. He also emphasized that all parties involved should stay true to the mission and continue efforts to improve the ecological environment of Ankang known as the pearl of the Qinling-Daba Mountains Areas and help build the WWTP into the best model in wastewater treatment in northwestern China. 

Zhong Guodong, member of the Leading Party Members’ Group and Vice Chairman of SDIC, delivered a speech.
   Zhong Guodong said in his speech that as a professional investment platform on water environment under SDIC, to better serve the national strategy of “building a beautiful China”, CWEG has always been endeavoring to fulfill SDIC’s mission of “Providing People with a Better Life and Guiding the Development of Emerging Industries”. SDIC will provide full support for CWEG to fuel its growth and promote the implementation of this project, thus contributing to building an ecological Ankang known as the pearl of the Qinling-Daba Mountains Areas and promoting the Middle Route Project (MRP) for South-to-North Water Transfer. According to Chairman Hou Feng, delivering high-quality projects while ensuring their steady operation and management is a lifeline for CWEG. CWEG is able to and has a responsibility to help improve the water environment of Ankang relying on its professional strength.
   The Jiangnan Underground WWTP treats 80,000 tons of wastewater per day and produces high-quality effluent achieving Surface Water Standard Class IV for urban landscaping and other uses. Above the WWTP will be an ecological park for recreational purpose and a science museum. In response to problems found by the Central Environmental Inspection Team, the project comes up with a satisfactory solution at a given time and secures a win-win situation between ecological protection and economic growth. While underpinning Ankang’s political mission of “keeping Beijing-Tianjin’s water supply clean”, the WWTP also plays a significant role in improving the ecological and living environment of Ankang and ensuring the water quality safety of the MRP for South-to-North Water Transfer.
