Ding Zhongli Inspected the Enforcement of Water Pollution Prevention and Control Law in Guizhou and Visited the Qingshan Underground WWTP

      During April 14-18, 2019, a law enforcement inspection team led by Ding Zhongli, Vice Chairman of the Standing Committee of the 13th National People's Congress, headed to Guizhou to inspect the enforcement of Water Pollution Prevention and Control Law. On April 15, the inspection team visited the Guiyang Qicai Lake Project site and Qiangshan Underground WWTP to learn about the progress of urban wastewater treatment. Ding Zhongli also investigated the flowing water park lying above the Qiangshan Underground WWTP. Zhong Guodong, member of the Leading Party Members’ Group and Vice Chairman of State Development & Investment Corp., Ltd., Zhang Lujing, Vice President of CWEG, and Gao Lin, General Manager of CWEG Guizhou Division, reported to the inspection team on the underground WWTP’s operation status, high-quality effluent and ecological water replenishment for the Nanming River.

  Given that downtown Guiyang is densely populated and land scarce, and faces huge environmental pressure, the Nanming River Water Environment Management Project has optimized the underground WWTP layout at the upper and middle reaches of the Nanming River based on local conditions and the principle of “moderate concentration, on-site treatment, and local recycling”, providing a radical solution to NIMBY problems and site selection difficulty. 

  Thanks to this project as a national demonstration project in watershed management, the coverage rate of aquatic plants of the Nanming River has increased from 15% to 75%, and the Nanming River ecosystem has gradually regained its vitality.  

  The revised Water Pollution Prevention and Control Law has specifically added provisions on safe disposal of sludge. Considering Guiyang is a mountain city with karst landform, CWEG Guizhou Division has taken the lead in adopting the sludge disposal route combining coordinated disposal of solid waste in cement kiln with multi-channel resource utilization across Guizhou Province, and has successfully developed the recycling technology of “normothermic sludge drying + biological fermentation of sludge”. Currently this technology has been piloted in several places and is expected to be applied in the study of stony desertification treatment.

  In November 2012, to put the Guiyang Naniming River Water Environment Management Project into practice, Guiyang adopted the PPP model to involve CWEG as the project’s private partner through public tendering. With a total investment of RMB 3 billion, in the past three years, the project has put its focus on wastewater interception, river dredging, wastewater treatment, odor treatment, ecological treatment and etc., including the construction of 9 new high-standard underground WWTPs, upgrading of 6 existing WWTPs and construction of 100-km-long sewer pipe network. 

  As a part of this project, the Qingshan Underground WWTP designed, built and operated by CWEG is the first of its kind in China that produces effluent achieving Surface Water Standard Class IV, serving a population of c. 264,000. After treated, the bulk of high-quality effluent will be used for replenishing the Nanming River, only a part of which will go to the above-ground landscape park.

  Building on internationally leading technical standards and a whole new concept, above the WWTP is western China’s first green, low-carbon and ecological water science museum, which is also a recreation park open to the public for free. 

  Designated as the permanent site for Eco Forum Global Annual Conference Guiyang, the Qingshan Underground WWTP is an important window to showcase Guiyang’s achievements of ecological civilization construction and one of the first batch of Guizhou pilot sites open to the public.

  With the mission of “ building a world-leading water environment management brand of China, the fifth generation of proprietary underground WWTP system independently developed by CWEG provides a radical solution to NIMBY problems, such as noise and odor pollution typical of traditional WWTPs, and helps turn traditional WWTPs known as “negative assets” of cities into “positive assets”, thus boosting green and high-quality development of China.
