On April 8-11, 2019, a law enforcement inspection team from the Standing Committee of the National People's Congress and headed by Li Zhanshu, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the Standing Committee of the National People's Congress, headed to Sichuan for inspecting the enforcement of the Water Pollution Prevention and Control Law. Li Zhanshu stressed, “Under the guidance of President Xi’s Thought on Socialism with Chinese Characteristics for a New Era, we need to comprehensively implement Xi’s thought on ecological civilization and the decisions of the CPC Central Committee, fulfill the statutory leadership responsibility, job responsibility, regulatory responsibility and law enforcement responsibility, and use legal weapons to combat water pollution, protect water ecosystem, and strengthen the construction of ecological barrier in the Upper Reaches of Yangtze River.”
The inspection was carried out strictly in accordance with the Water Pollution Prevention and Control Law, and put a particular focus on the fulfillment of legal responsibilities by governments at all levels, regulatory departments, law enforcement departments, judicial departments and enterprises.

With a special focus on the prevention and control of industrial water pollution, urban water pollution, agricultural and rural water pollution, and ship-associated marine pollution, as well as the protection of drinking water sources, on April 9, the inspection team visited the Tianfu District first Underground WWTP to learn about the progress of urban wastewater treatment, and then investigated the science museum and the intelligent operation and maintenance center. CWEG Chairman Hou Feng briefed the inspection team about the science museum’s operation plan and educational activity, the underground WWTP’s planning concept and operation status, and the pre-treatment system, efficient biological odor removal system, as well as advanced wastewater treatment system. Li Zhanshu gave CWEG credit for its achievements made in water environment management.

Later, Li Zhanshu chaired a symposium to debrief government leaders, department heads and grass-roots law enforcement officers about the law enforcement and listen to their advice and suggestions. Hou Feng introduced CWEG’s practices in urban underground WWTP as a representative of expert entrepreneurs.
